Lowe Russell may probably deem it right that the opinion of the Law Officers of the Crown
should be taken on the question whether this Ordinance is one with reference
to Her Majesty's obligations as a Neutral, but I am further to point out
that it appears to impose a penal character on acts to be performed within
a distance not exceeding 5 miles of the Coast, and therefore in many cases
not within Colonial Waters. It may therefore be doubted whether its
